Grading Free Agency: Which Team had the best Off-Season So far?

Arizona Cardinals

So far I would give the Cardinals a C for an overall grade. Here are the signings they have had. They were able to add Kyzir White and re-sign a few players, but overall nothing major here.

Buffalo Bills

Bills are taking the wait and see approach because of their cap situation, and if they do not land a couple solid players in this period I am not sure they got better. I would give them a D- so far in free agency.
