- Baltimore Ravens – Ravens signed WR Bailey Gaither from the Pittsburgh Maulers
- Carolina Panthers – Panthers signed CB Tae Hayes from the Birmingham Stallions
- Chicago Bears – Bears signed LB Demarquis Gates from the Birmingham Stallions
- Cincinnati Bengals – Bengals signed DT Domenique Davis and LB Tegray Scales from the Houston Gamblers
- Cleveland Browns – Browns signed WR Derrick Dillion from the Tampa Bay Bandits, and DE Chris Odom from the Houston Gamblers
- Dallas Cowboys – Cowboys signed LB Christian Sam from the New Orleans Breakers and WR KaVontae Turpin from the New Jersey Generals
- Denver Broncos – Broncos signed WR Darrius Shepherd from the New Jersey Generals and RB Stevie Scott from the Michigan Panthers
- Detroit Lions – Lions signed T Darrin Paulo from the Tampa Bay Bandits and WR Maurice Alexander Jr. from the Philadelphia Stars
- Green Bay Packers – Packers signed TE Sal Cannella from the New Orleans Breakers, RB Dexter Williams from the Philadelphia Stars, S Micah Abernathy from the Houston Gamblers, WR Ish Hyman from Michigan Panthers, and WR Osirus Mitchell from the Birmingham Stallions
