What is Atlanta doing? They signed Kirk Cousins, Drafted Michael Penix Jr. and put in a waiver claim for a QB yesterday

How many quarterbacks do the Atlanta Falcons need?
According to Adam Schefter, the Atlanta Falcons put in a waiver claim for Nathan Rourke the former CFL star quarterback.
The Patriots cut ties with Rourke after he spent several years in the CFL. Rourke played in 11 games from 2021-2022 and had a solid pre-season last season with the Jaguars.
The bigger question is why are the Falcons putting in waiver claims for a quarterback after they spent the 8th overall pick on Michael Penix Jr. and they paid Kirk Cousins in the off-season as well.
The crazy thing is the Falcons also have Taylor Heinicke on their roster. Rourke would have been the fourth behind Cousins, Penix, and 2023 backup, Taylor Heinicke.
I am not sure what the Falcons are doing, and I am glad the Giants landed Rourke over Atlanta.
