Report: Malik Willis is not guaranteed to make the Titans final roster

Could the Tennessee Titans cut Malik Willis? That would sound insane, but there are rumblings that the Titans could cut the former Liberty quarterback.
The Tennessee Titans have spent high draft picks in back-to-back drafts taking both Will Levis and Malik Willis, and one of them may not make the roster.
Longtime Tennessee reporter Jim Wyatt wrote that Willis’ roster spot “isn’t guaranteed” despite the NFL bringing back a rule that allows teams to carry an emergency quarterback on their active roster.
When Ryan Tannehill went down with an injury last year the Liberty quarterback stepped in and did not look very good. He did not throw for more than 100 yards in any of the games he played but threw 3 interceptions, with no touchdowns.
Could the Titans cut ties with Willis or even trade him? It would be interesting if the Titans do move on without knowing what they have in Levis.
