Best — Oakland (projected $60-plus million of space), Jacksonville
($50 million), Cleveland ($46 million), Indianapolis ($33 million), and Miami ($32 million).
Worst — Dallas (projected $24 million over the cap), New Orleans ($13 million), Pittsburgh ($10 million), Detroit ($5 million), and San Diego ($2 million).
