49ers have tendered two players; Michael Wilhoite receives the low tender

The 49ers have tendered offensive lineman Jordan Devey, who started nine games at right guard last season, and they are expected to do the same with linebacker Michael Wilhoite. Both were hit with the low tender.
The low-round tender will cost the 49ers $1,671,000 for the 2016 season and give them the right of first refusal on any contract offer they receive. However, if they elect to not match an offer sheet, they would not receive any compensation for either one of them.
The 49ers play both Wilhoite and Devey, so this was a pretty smart decision for the 49ers. I doubt either will be signed to an offer sheet from another team, but it would not hurt for them to give it shot, because the compensation is nothing.
